
New Delhi: To accelerate the evaluation process of Hydro-electric Projects (HEPs) and Pumped Storage Projects (PSPs), the Central Electricity Authority (CEA), under the Ministry of Power, has issued two separate Expressions of Interest (EOIs). These aim to empanel geological experts and Central Design Organisations of the States (CDSOs) for comprehensive technical evaluation of project proposals.
The first EOI seeks to onboard individual geological experts for evaluating the geological chapters of Detailed Project Reports (DPRs) submitted by developers of HEPs and PSPs. These experts will assess critical geological aspects such as rock mechanics, geotechnical investigations, seismic data, and field conditions, and will play a pivotal role in providing timely inputs necessary for the CEA’s concurrence.
According to the CEA, this initiative will help fast-track the approval process and ensure the timely commissioning of these projects, thereby supporting India’s energy transition targets.
The second EOI is directed at Central Design Organisations of the States (CDSOs), inviting them to evaluate civil and structural design aspects of DPRs, including dam design, powerhouse layout, and water conductor systems. These state-run design bodies are expected to bring in their regional expertise and engineering capabilities to ensure the safety, durability, and viability of hydro infrastructure.
Mandate & scope
Both EOIs highlight the pressing need for expert scrutiny in their respective domains to enhance project reliability and reduce delays. Experts and CDSOs will be responsible for:
Reviewing DPR chapters as per CEA’s guidelines
Providing technical comments and seeking clarifications from developers
Submitting detailed evaluations and executive summaries
Participating in meetings and mandatory site visits, as necessary
The empanelment period will be two years for geological experts (extendable based on performance) and mutually agreed upon for CDSOs
For geological experts, the CEA mandates a minimum of an MSc in Geology or Applied Geology, along with hands-on experience in at least three hydropower or PSP projects. Retired professionals from organisations like GSI, CPSUs, and state PSUs are especially encouraged to apply.
CDSOs must have demonstrated experience in civil engineering works related to large hydro projects, including dam and tunnel design, and must be capable of field-based assessments. The EOI documents also emphasise familiarity with national and international standards such as the Dam Safety Act, USBR guidelines, and ICOLD recommendations. The deadline for submitting EOIs is June 10, 2025.
These efforts are part of India’s broader energy transition agenda, with hydroelectric and pumped storage projects forming a cornerstone of future energy security and grid stability. By shortening appraisal timelines and bringing domain-specific expertise into the evaluation loop, the CEA aims to fast-track project clearances without compromising technical rigour.
