IES taskforce lines up inter-state P2P power trading as first pilot use case

New Delhi: The India Energy Stack (IES) Taskforce has, for the first time, identified a concrete pilot use case, asking select DISCOMs to implement inter-state peer-to-peer (P2P) power trading using defined application programming interfaces (APIs) and technical specifications, REC Limited said on Friday.

Pilot DISCOMs to test inter-state P2P trading

According to REC, the pilot forms part of an accelerator programme aimed at demonstrating the practical implementation of the India Energy Stack. Pilot DISCOMs have been requested to adopt and operationalise inter-state P2P power trading using the APIs and specifications finalised under the IES framework, marking a shift from conceptual design to on-ground testing.

The India Energy Stack project is scheduled to be completed by July 2026, REC said.

Taskforce reviews Version 0.2 framework

REC said the development was discussed at the second meeting of the IES Taskforce held on Friday, which was attended by taskforce members along with representatives from the Ministry of Power, regulators, industry, academia and other stakeholders. The meeting reviewed Version 0.2 drafts of the IES Strategy and Architecture documents, prepared based on guidance from the inaugural meeting convened by the Ministry of Power.

At the earlier meeting, the Taskforce had aligned on positioning IES as India’s Digital Public Infrastructure (DPI) for the power sector, with emphasis on modularity, interoperability, standards-led design and real-world implementability.

Strategy document shifts focus to execution

REC said Version 0.2 of the Strategy document strengthens the focus on execution by proposing development of IES through complete “use case packages”. It introduces a structured rubric for prioritising early use cases, maps existing national digital platforms relevant to the power sector and outlines a strengthened data governance framework, including the rationale for a National Power Sector Data Policy.

Trust and security architecture sharpened

The Architecture document Version 0.2 sharpens the focus on the trust and security fabric of IES, with key elements including digital identity, verifiable credentials, secure APIs, auditability and policy-as-code to ensure consistent rule enforcement. These are supported by sandboxes, reference implementations and defined conformance pathways to accelerate ecosystem adoption, REC said.
