New Delhi: Union Minister for New & Renewable Energy Pralhad Joshi on Wednesday launched a green hydrogen certification portal aimed at improving transparency in the sector. Developed by the Ministry of New and Renewable Energy (MNRE), the portal will enable transparent certification and regulatory compliance under the Green Hydrogen Certification Scheme of India, the ministry said in a statement.

Joshi launched the portal at the National Workshop on 'Strengthening the National Green Hydrogen Mission: Through State Policies, Hubs & Infrastructure,' organised by the ministry. He called on states to actively participate in advancing the National Green Hydrogen Mission.
Six states have already notified dedicated green hydrogen policies, while seven others have folded hydrogen into their existing industrial and renewable energy policy frameworks, Joshi said. Four more states are in the process of finalising their policies, he added.
On strengthening local manufacturing, Joshi said financial incentives have been awarded to 15 companies to set up 3,000 MW per annum of indigenous electrolyser manufacturing capacity, a move intended to cut reliance on imported supply chains.
In the refinery segment, contracts have been awarded for the supply of 30,000 MTPA of green hydrogen to Indian Oil Corporation (IOC), Bharat Petroleum Corporation Ltd (BPCL), Hindustan Petroleum Corporation Ltd (HPCL) and Numaligarh Refinery Ltd (NRL), he noted.
Joshi said Rs 84 crore has been sanctioned for pilot projects testing 100 percent hydrogen injection in the steel sector.
On clean mobility, he said nearly Rs 208 crore has been allocated to support 37 hydrogen-fuelled vehicles and nine strategic refuelling stations, alongside an investment of Rs 193.35 crore across seven national testing facilities.
Joshi said a dedicated R&D roadmap worth Rs 113 crore is supporting 21 approved projects. He added that the regulatory framework has been streamlined through the launch of the Green Hydrogen Certification Scheme and the recent finalisation of standards for green ammonia and green methanol.
He said the mission has taken a significant step towards reducing import dependence, with agreements signed for the supply of 6.7 lakh MTPA of green ammonia to 11 fertiliser plants.
The National Green Hydrogen Mission was launched in 2023 with an outlay of Rs 19,744 crore. Under the SIGHT programme, incentives have already been awarded for 8,62,000 MTPA of green hydrogen production capacity, Joshi said.
He welcomed the strong response from industry, citing JSW's commissioning of a 3,600 MTPA green hydrogen production plant in November 2025.

Joshi announced that the mission has allocated Rs 100 crore to support startups working on green hydrogen technologies. The first list of nine startups is being approved with total funding of Rs 22 crore, he said.
