New Delhi: The Delhi government notified the 'Delhi Electric Vehicles Policy 2026' on Wednesday, aimed at speeding up electric vehicle (EV) adoption, improving air quality and building a supportive ecosystem for electric mobility. The policy was cleared by the Delhi Cabinet, led by Chief Minister Rekha Gupta, on Monday, and was subsequently forwarded to Lieutenant Governor Taranjit Singh Sandhu for final approval.

"... in exercise of the powers conferred by the enabling provisions of the Motor Vehicles Act, 1988 and the rules made thereunder, the Lieutenant Governor of the National Capital Territory of Delhi hereby notifies the Delhi Electric Vehicles Policy, 2026 with effect from July 1, 2026," the notification states.
Under the policy, all electric cars priced up to Rs 30 lakh (ex-showroom) and registered in the national capital will be fully exempt from road tax and registration fees.
Additionally, from January 1, 2027, only electric auto rickshaws will be registered in Delhi. Registration of new petrol and CNG two-wheelers will also be phased out, with only electric two-wheelers permitted for registration from April 1, 2028.
Buyers of e-two-wheelers will be eligible for a subsidy of Rs 30,000 in the first year, Rs 20,000 in the second year and Rs 10,000 in the third year. The policy will remain valid till March 31, 2030.
"The new EV Policy also gives significant importance to battery recycling and environmental responsibility. The environment department will ensure that all vehicle manufacturers and concerned entities comply with the Battery Waste Management Rules," the Chief Minister said.
She added that the Delhi Pollution Control Committee will set up battery collection centres under the Public-Private Partnership (PPP) model and will notify standard operating procedures for the safe collection, storage, transportation and transfer of used batteries to authorised recyclers.
The Chief Minister said the new policy marks a significant step towards cleaner air, modern transport, energy conservation and sustainable development.
The Delhi government will invest around Rs 15,000 crore over the next four years to promote electric mobility and cut vehicular pollution, with more than 30,000 EV charging points to be set up across the capital.
"Backed by financial incentives, a robust charging network, institutional oversight, digital transparency and environmental responsibility, the policy will play an important role in establishing Delhi as a leading model for electric mobility in the country. It will also pave the way for reducing pollution, promoting the use of clean energy and providing citizens with a more sustainable and environmentally friendly transport system," Gupta said in a statement.
Buyers of electric vehicles in Delhi will receive subsidies within 60 days of applying for an incentive on their purchase, including for two-wheelers priced up to Rs 2.25 lakh, as outlined in the new policy.
All purchase incentives for electric two-wheelers, three-wheelers (autos) and four-wheeled goods vehicles bought and registered in Delhi will be disbursed through direct benefit transfers to individual buyers, proprietary firms, agencies and companies that are residents of Delhi only.
A Model Approval Committee, constituted under the Delhi government's Transport department, will be responsible for empanelling EV models across eligible vehicle segments for availing incentives and subsidies under the policy.

Looking ahead, the EV policy also includes a provision for introducing hydrogen fuel-based vehicles within the next four years.
Under the policy, EV buyers could also get quicker access to charging and battery-swapping facilities through a single-window clearance system for faster approvals, while resident welfare associations and housing societies are being encouraged to install chargers.
